Setup/Rotate Vault

Use only the online automatic-settlement Vault signer. Existing Solana CLI JSON/base58/hex import remains supported. Mnemonic import accepts a valid 12, 18, or 24-word BIP39 English phrase and verifies the exact derived Vault public wallet before rotation. Secret key and seed phrase fields are cleared after save and are never returned by the server.
